i say that because balancing for public is a generally bad idea.
Competitive players has a pretty good view at the gameplay itself, tactics, timing, et cetera, those things what pubbers dont see.

During the 3.2 playtesting, probably 80% of the active NAPTs were competitive players, and I think it was the same for the EUPTs.
