Annoying game choosing problem

When ever I first turn on my PC, then I try to play NS for the first time I turn on my PC. It says it is PREPARING TO LAUNCH NATURAL SELECTION but however, I launches HL1, instead of NS, the 2nd time I try to play NS, it brings up NS.
EX:
I turn on my PC, double click on NS shortcut. Prepares to launch HL1, launches it. Tries again, and makes NS.
Anyone know how to solve this very annoying problem?
Always remember: STEAM FAILS AGAIN.

    It happens when you try to run NS before logging into steam. Just log into steam normally first (not through the NS shortcut) and it shouldn't happen.
