Edit: Hint: The games name is also the name of these dwarves. It is somehow similar to dwarf fortress. Released 2001. And the games name is an anagram of "Leg Wigs"

That would be "Wiggles." I don't know the game, but the anagram gave it away. And as requested, here's a non-video game pic. Should be easy for a lot of you.

Oh, those whimsical fascists, with their droll, sinister uniforms, grim demeanor, and copious assault weapons! It's like a springtime frolic! Bonus points for 80% of the frame being some drab shade of gray.

Mary Poppins is my favorite Disney movie because it's so awesome and whimsical despite how bleak the setting is. filthy chimneysweeps tapdancing on rooftops? yes please!
considering Pan's Labyrinth was (also) basically about a child escaping a grim reality through a vivid imagination, it's understandable that the framing of even the evil character is somewhat silly. They go to great lengths to reveal him to be a sad, silly little man as the movie progresses.
I believe that would be Alfred Hitchcock's Notorious? it is teh awesome. I remember that scene because of all the people down on the checkered floor like pawns on a chessboard.
this was a great game from the early 2000's. I'm sure some of you will know it but this screenshot isn't very emblematic of the game. I don't have any saves from late in the game so this is really close to the beginning.
