Thanks to the many Conglomerate fish that thrived in this region, the Carar has learned to thrive in these waters. It is where the bacterium is strongest, and what is left of the Conglomerate have sanctioned both the Grand Reef and Sparse Reef as quarantine zones. The Blood Kelp was destroyed in Biter attacks just after the war.

Parts of the Conglomerate have joined the Shoal, others have joined the NVP, others have found a home in the Republic of Koosh, but many have sadly found themselves in the hands of the Lava Empire, working either as slaves or as willing generals and diplomats in their force.

I say nay, the EPCA can be perfectly viable. Just because they don't have a candidate doesn't mean they can't win the election. After all, it worked in the Grand Reef. Considering their party platform is cooperation, they would probably rule as a collective. I hear they even spawned the Subnautican Senate when they won the Grand Reef Election.
