    thats right, because the energy would have not ben generated out of nothing, but being released from the water, so it would be not a perpetual bull###### machine. the same way a fusion / fission reactor, or steam engine isnt a perpetual motion machine. he might have just expressed himself wrong, because energy =/= energy , he is just converting it from one form to another with good efficiency. he did not claim there is no loss of energy in any form, or that he is breaking the conservation of energy law of physics, since he is putting into his system energy bound in the form of water, and electrical energy from the engine. so if you have a revolutionary fuel cell which is small enough, and efficient enough to produce from 12 volts enough, and realy fast hydrogen to run said motor which is supplying it with the electirity, then you got no perpetual motion device, since the water is your fuel. there was another thing appearing now and then in the last few years, making it possible to split up water realy fast into oxyhydrogen gas to use it as fuel on demand, since that stuff is so dangerous you cant store it in bottles, you produce it with a HH0 generstor right before you burn it, maybe the dune buggy thing was using a similar device, it was not driving with hydrogen which takes longer to produce with conventional electrolysis, but the rather instable oxyhydrogen which can be produced more quickly

    The point is you use more energy doing the electrolysis then you generate burning the hydrogen/oxygen mixture.

    In other words, its an electric car which sticks in an unneeded electrolysis step (which makes it inefficient) in order to say it 'runs on water' and sell cars.
